In late January 2026, the personal information of approximately 4,500 federal immigration enforcement agents hit the internet. Names. Home addresses. Family connections. The kind of information that tells someone with bad intentions exactly where to find a federal agent when they're not on duty.
This wasn't a data glitch. Someone put those names online on purpose.
Five months later, a senior union official inside the Department of Homeland Security sat down in front of a camera and talked about one of those agents. He wasn't alarmed. He wasn't cooperating with investigators. He was annoyed that he only had one name.
"I don't have any bulls* ICE agents that have been doxxed," he said. "I only have the one."
His name is Ruark Hotopp. He is the National Vice President of AFGE union District 8. He has worked for the Department of Homeland Security since 2013, employed by USCIS — the same agency that employs the agents whose home addresses just went public.
The agent he was referring to is Jonathan Ross. In January 2026, Ross fired the fatal shot during an immigration enforcement operation in Minneapolis that killed Renee Good. His identity was among the first to surface online. Hotopp acknowledged on camera that Ross was a member of his own union.
A union official inside DHS had the personal information of a doxxed ICE agent who also happened to be his union member. And he was discussing it on camera like a clerical matter.
That alone would be a story. Then the video gets worse.
Hotopp told the camera that Dan McCollister — the communications director for Nebraska Senate candidate Dan Osborn — had specifically asked him for Ross's personal information. Hotopp said he told McCollister: "I absolutely do" have it.
McCollister has denied it: "I had no involvement with the release of any personal information about any ICE agent."
The video disagrees.
Hotopp's connection to Osborn isn't casual. He appeared at Osborn's campaign launch wearing campaign merchandise. In December, he delivered AFGE's official endorsement: "As a Nebraskan and lifelong federal employee, I am proud to say that AFGE gives its full and complete endorsement to Dan Osborn for election to the United States Senate."
McCollister has been on the Osborn campaign payroll since January 2026 — the same month the 4,500 agent identities were released.
The campaign's available defense is that Hotopp's remarks were personal. The problem with that defense is who Hotopp is: the national vice president of the union that formally endorsed the campaign, who personally showed up at the campaign launch, who is now on video describing a conversation in which the campaign's own communications director asked him for a federal agent's personal information.
One more detail: Ruark Hotopp's wife, Kristin, is a Nebraska-based USCIS training specialist. She also works for DHS.
The people who put 4,500 agents' home addresses online weren't making a political point. They were building a target list. And the man caught on camera talking about one of those agents like a scheduling conflict — a man whose own union member was among the first exposed — has a formal endorsement relationship with someone running for the United States Senate.
His communications director says he had nothing to do with it.
