Six Kinds of Fraud in One Program — Biden's 'Compassion' for Migrant Kids Was a Trafficking Pipeline

A 15-year-old girl was released by the federal government to a man who claimed to be her brother. He wasn't her brother. He wasn't a relative at all. He allegedly raped and impregnated her. No fingerprint check. No DNA verification. The system that was supposed to protect her handed her to her alleged abuser and moved on to the next case.

That's one story from one program. The Department of Health and Human Services just found six entire categories of fraud running through it.

The HHS Office of Refugee Resettlement released findings identifying six distinct types of fraud in Biden's unaccompanied alien children program: false or fraudulent identity documentation, manipulated photographs, misrepresented or unverifiable addresses, fingerprint-related fraud, failure to disclose household members, and age misrepresentation by the minors themselves. Between 2021 and 2024, ORR processed 479,000 unaccompanied alien children through this system.

Six categories. Not six incidents — six entire methods of deception baked into a program that Democrats held up as the moral centerpiece of their immigration policy.

HHS Secretary Robert F. Kennedy Jr. was direct about what the findings mean. "The Biden Administration failed in its most basic responsibility: protecting vulnerable children in federal care," Kennedy said. "It weakened safeguards and prioritized speed over scrutiny, leaving children exposed to fraud, exploitation, and abuse."

Prioritized speed over scrutiny. That's the polite version. The operational reality was a system that couldn't verify whether the adult picking up a child was actually related to that child — because verifying would slow down the numbers, and the numbers were the point. Processing 479,000 kids in four years requires cutting corners. The fraud categories tell you which corners got cut.

Fake IDs got through. Photoshopped pictures got through. Addresses that didn't exist got through. Fingerprints that didn't match got through. Adults who hid other people living in the home got through. And children who weren't actually children got through.

The standard defense is that ORR was overwhelmed by volume and doing its best under difficult circumstances. The HHS Office of the General Counsel identified six systematic fraud types. "Overwhelmed" doesn't produce six distinct categories of deception — those emerge from a system where fraud is structurally easy because the safeguards were deliberately weakened.

Kennedy outlined the current approach: "Under President Trump, HHS is restoring rigorous oversight, verifying who takes custody of these children, and putting their safety first. We will hold this system accountable and never sacrifice a child's safety for bureaucratic convenience."

For years, anyone who questioned the unaccompanied minors program was accused of not caring about children. The people who actually didn't care about the children were the ones running a pipeline with six different fraud vulnerabilities and 479,000 kids flowing through it.
