Hamas exploits such infrastructure to conduct military operations, even positioning rocket launchers by UN sites. A UN statement condemned groups endangering civilians by storing munitions at their schools.

When Israel discovers Hamas bases among civilians, it faces dilemmas. Bombing may kill civilians prevented from fleeing. But not striking allows Hamas attacks to persist.

Civilian deaths in airstrikes enable propaganda against Israel and false genocide narratives. Though initiating conflict, Israel remains pressured to minimize civilian impact. This tactic has been used since Hamas formed in the 1980s.
