Here’s how it works. Wealthy Chinese mothers fly to America, give birth on U.S. soil, collect that shiny birthright citizenship for their newborn, then fly back to China to raise the child as a loyal communist.
Rinse. Repeat. Fifty thousand times a year. Maybe a hundred thousand. Maybe more.
Nobody knows the real number because—and this is peak federal incompetence—the U.S. government doesn’t track it.
Chinese officials estimate 50,000 annually. Australian researchers say it could be double that. One Chinese data company pegged 2018 alone at 150,000 birth tourists.
Add it up over 15 years and you get Schweizer’s gut-punch figure: between 750,000 and 1.5 million Chinese nationals who are technically American citizens, currently growing up in communist China, with no memories of America, no allegiance to America, and every legal right to vote in American elections.

More than 70 percent of newborns in this U.S. territory have Chinese birth tourist parents. Seventy percent. The island’s 45-day visa-free policy turned it into a maternity ward for the CCP elite.
These aren’t desperate migrants seeking a better life. These are wealthy, connected Chinese families gaming the system with surgical precision. CCP members. Intelligence officials. Government ministers.
Their children get American passports. Then they go home to learn why America is the enemy.
The Surrogacy Scam
Birth tourism was just the appetizer. Now meet Guojun Xuan.
This CCP member bought over $100 million in California real estate. In May 2025, officials found 15 children living in his $4.1 million Arcadia mansion—ages ranging from two months to thirteen years. Twenty-one kids total connected to him.
His operation? A company called Mark Surrogacy Investment LLC. A “multistate embryo pipeline.” American women serving as surrogates, often unaware that other women were simultaneously carrying children for the same couple.
Neighbors watched pregnant women come and go like shifts at a factory. Because that’s essentially what it was.
Xuan isn’t an anomaly. California alone has 107 surrogacy companies with Chinese owners. This is industrial-scale citizen manufacturing.

Schweizer traces the explosion of this practice to—who else—the Obama administration, which “encouraged” birth tourism while the industry scaled up to assembly-line efficiency.
The CCP recognized a vulnerability in American law and drove a truck through it. Actually, they drove a convoy.
And here’s the kicker: when these kids turn 21, they can sponsor their parents for permanent residency. Chain migration kicks in. The whole family moves over—after decades of loyalty to Beijing.
The 2030 Reckoning
Do the math. Kids born in 2012 turn 18 in 2030. That first massive wave of birth tourism babies becomes eligible to vote.
A million new voters. Zero American upbringing. Full CCP indoctrination. Complete legal standing to influence elections in swing states, tight congressional races, local governments.
They won’t need to hack our elections. They’ll just show up and vote.
